Justice Shukla’s name does not appear on the High Court roster. Sources said Justice Shukla has been turning up sporadically at the High Court but had “no judicial work”. “He just comes to court and Justice Shri Narayan Shukla goes back without hearing cases or sitting in any court,” sources said. Justice Shukla could not be reached for comment. The Allahabad High Court Registrar General’s office, which makes public the roster decided by the Chief Justice, was also not availableforcommentonwhyJustice Shukla’s name did figure in the duty list. CONTINUED ON PAGE 2 EXPRESS NEWS SERVICE NEW DELHI, JANUARY 30 FACING CRITICISM, the government on Tuesday rolled back its decision to issue orangecoloured passports to those with “emigration check-required” (ECR) status. It also reversed its earlier decision to scrap the last page of the passport which has personal details. The Ministry of External Affairs (MEA) said the decision was taken on Monday following several “individual and collective representations” against the move. “At a meeting chaired by External Affairs Minister Sushma Swaraj on January 29, 2018, in the presence of General (Retd.) V K Singh, Minister of State for External Affairs, the decision of the MEA on both these issues was reviewed in the light of these representations. After comprehensive discussions with the various stakeholders, the MEA has decided to continue with the current practice of printing of the last page of the passport and not to issue a separate passport with orangecoloured jacket to ECR passport holders,” said the MEA statement. The ministry said it had taken the decision to drop the last page of the passport following the recommendation of a three-member committee comprising officials of the MEA 8 THEEDITORIAL PAGE From 12 lakh to 10.9 lakh to 7.5 lakh: Govt lowers target for piped gas connections again AMITAV RANJAN NEW DELHI, JANUARY 30 THE PETROLEUM Ministry has shifted the goalpost for providing new piped natural gas (PNG) connections and setting up gas dispensing outlets, after missing this year’s target by almost 75 per cent until last month. At a review meeting on January 12, the ministry — for the second time — lowered the annual2017-18targetforPNGto 7.5 lakh from 10.94 lakh quoted on September 13. On May 9, the target was pegged at 12 lakh for the entire fiscal year, according to documents accessed by The Indian Express. For compressed natural gas (CNG) stations, the number has been revised to 125 outlets from 180 quoted on May 9. Thedocumentsshowthatthe gasentitiescouldenrolonly3.33 lakhnewcustomersforPNGand install 47 CNG stations as of last December — just 27.75 per cent Till December 2017, only 3.33 lakh new customers and26.11percentrespectivelyof theoverallannual2017-18target of 12 lakh and 180 stations. The future roadmap has also been altered to accommodate thelaxityof theinstallationfirms. The annual targets are being revisedto20lakhPNGconnections in 2018-19 and 40 lakh in 201920, “keeping 10 per cent slack”. Sources said the revised roadmap could still meander from Prime Minister Narendra Modi’s goal of extending PNG and the Ministry of Women and Child Development. It said the decision to issue passports with orange-coloured jackets to those with ECR status was taken with a view to assist them on priority basis. On January 12, the MEA announced that it would scrap the last page of the passport, which has personal information including the names of father/ legal guardian, mother, spouse, address and ECR status. It said those with ECR status would be issued passports with orangecoloured jackets, while the others would continue to get blue passports. The MEA’s decision was criticised by political parties, including the Congress, which said the separate orangecoloured passports to ECR category showed the BJP’s “discriminatory mindset”. There are 14 categories of citizens who automatically qualify for an ‘ECNR’ (emigration check not required) status, including all income tax payers, persons below the age of 18 years and above the age of 50 years and all persons having an educational qualification of 10th standard (SSC, Matriculation) and above. The idea behind the ECR is to ensure the safety of uneducated and unskilled Indian citizens, from the most deprived socioeconomic strata, against prevailing legal conditions in certain foreign countries. This was in July last year in Khelam village in the Aonli assembly constituency after which, four Muslim men were arrested. Why isn’t the tricolour waved and why aren’t anti-China slogans shouted?)” In Kasganj in Etah on January 26 violence ensued after the death of 22-year-old Abhishek Gupta,whowaspartof anunau- Jaipur thorised ‘Tiranga yatra’ on motorcycles in Kasganj. Clashes erupted when the yatra rode through a Muslim-dominated locality, where a flag hoisting ceremony was under way, and membersof theyatrademanded they be allowed through. On July 21, 2017, Khailam village - with a population of 9,000 persons, of which 70 percent are Muslim - witnessed violence when 250 kanwariya pilgrims allegedly clashed with Muslims residents.
