But eight years on, the state government is yet to start the basic, mandatory processof preparingnomination files for these sites to be considered by the world heritage body. Speaking to The Sunday Express, J&K Culture Secretary Mohammad Saleem Shishgar said the government was “yet to ascertain who would write the nomination dossier for these heritage sites”. Asked about the status of the nominations — the process usually takes two years — Shishgar said the preparation “is not even in the discussion stage as yet”. J&K does not have a single site or monument with the UNESCO inscription of a World Heritage Site. The four sites on the “tentative list” are: Mughal Gardens in Kashmir (made it to the tentative list in 2010); Neolithic Settlement of Burzahom (2014); desert landscape of Ladakh (2015); and an ancient monastery and stupa in Harwan,whichisamongtheSilk Route sites in India (2010). The grainy video shows a mob thrashing the two men — Abhijit Nath and Nilotpal Das, both in their 20s — with sticks, with others in the crowd kicking them around. Das, a musician and event manager, was based in Goa whileNath,anengineeringgraduate with a “deep interest in fish and animals”, ran a business in Guwahati, said sources close to the families of the victims. Karbi Anglong Superintendent of Police G V Siva Prasad told The Sunday Express that Nath and Das had probably gone to “catch some species of exotic fish available in the region” and were travelling through the village when they were caught. “Residents of Panjuri Kachari village, which falls under the Dokmoka police station, spotted them and thought they were childabductors.It’sacaseof mistaken identity,” Prasad said. A police officer at Dokmoka, 18 km from the village, said they received information about the incident at 8.42 pm, about 40 minutes after the attacked began. “Our men rushed to the spot as soon as they got the information. Last year, the HRD Ministry had sought strong justification for Gujarat Chief Minister Vijay Rupani’s plea to make the Jamnagar-basedGujaratAyurved University (GAU) an Institute of National Importance (INI). An INI is a premier academic institutionspecialisinginanarea of national importance. It is set up by an Act of Parliament and receives recognition and funding from the Union government. Currently, there are 91 INIs, including all the IITs, IIMs, AIIMS, IISERs and NITs. The Prime Minister’s Office (PMO), The Sunday Express has learnt, had forwarded Rupani’s letter to the HRD Ministry and AYUSH Ministry in October last year. In its comments to the PMO, the HRD Ministry had flagged two concerns. First, that GAU is a state university which, in stature, is bigger than an institute.Second,there’snothingthat GAU as a state university cannot achieve that could be facilitated by INI status. The HRD Ministry hadhenceopposedtheproposal. However,lastmonth,AYUSH Secretary Vaidya Rajesh Kotecha wrote to the HRD Ministry requestingittoreconsideritscomments and send a suitable positive response to the PMO. In his letter, Kotecha pushed for INI recognition for GAU on the ground that no educational institute of ayurveda in the country had the status. In the other incident, a 36year-old carpenter who was pushing his autorickshaw on a flooded street in Bhiwandi on Saturday morning got electrocuted. “The deceased has been identified as Ali Akbar Ansari. We have lodged an accidental death report and are investigating further,” an officer from Bhiwandi police said. A fisherman Steni Admani (66) died in Thane district after being struck by lightning and died on the spot. The incident occurred at around 6 am on Saturday at Patanbunder area of Uttan in Bhayander.
