They will, henceforth, pay about 20 per cent of dues in the form of sugar. This means that for every tonne of cane supplied, mills will give 17 kg of sugar as “payment”. “The FRP (fair and remunerative price) of cane fixed by the Centre for mills in our region (Sangli and Kolhapur districts of south Maharashtra) is Rs 2,800 per tonne, whereas the maximumwecanaffordtopayatcurrent sugar realisations is Rs 2,300. So, we are now planningtopaythebalanceRs500as sugar from our mills. India was quick to “welcome” the decision, with government sources saying that they “await” the early completion of the legal process. Mallya said he wouldappeal againstthe order — he has 14 days to do so. A UK Home Office spokesperson confirmed that the minister had signed Mallya’s extradition order on Sunday. Whilethe Sena had opposed the scheme for Direct Benefit Transfer (DBT) to municipal school students instead of providing them school supplies, the BMCinitsBudgetannouncedthe start of the scheme. Also, the education Budget remained silent on educational tablet devices for school students. In 2018-19, the civic body Ganesh Shirsekar had made a Rs 12-crore allocation for providing tab devices to school students from VIIIth to Xth grade. In addition, the BMC Budget makesnomentionoftheproperty tax exemption and rebate for houses up to 500 square feet and 700 square feet, respectively. During the civic body election in 2017,theShivSenahadpromised acompleteexemptionformproperty tax for houses measuring up to500squarefeet. Officials indicated that the Rs 250-crore Water Distribution Improvement Project (WDIP) is likely to be scrapped. The BMC had introduced WDIP in 2014 to start 24hour water supply in the city. Leaders Speak This Budget will give relief to citizens in terms of providing better facilities. There were rumours spread about higher taxes, but no new or increased taxes have been imposed. Since BMC's revenue has been dipping after Octroi was abolished, there needs to be an increase in service charges imposed. We have not forgotten about our promise of a property tax waiver. The BMC is only showing dreams and until now there is no relief from property tax. We are opposing BMC’s proposal to implement new charges on services. The Brihanmumbai Municipal Corporation has claimed to have narrowed the gap between outlays and actual expenditure over the past two years. Real expenditure on capital works has inched slowly forward over the past several years. For 2019-20, the BMC has proposed capital expenditure of Rs 11,480.42crore,whilerevisedestimates for 2018-19 show capital expenditure at Rs 7,797.56 crore. The trackrecordof real expenditure on capital works over the earlier years is unimpressive - Rs 6,111.07 crore in 2017-18, Rs 5,399.67 crore in 2016-17, Rs 7,630.60 crore in 2015-16 and Rs 7,448.08 crore in 2014-15. “By continuous project monitoring, with strict implementation, accounting reforms and timely efforts, now we are moving towards increasing capital expenditureratherthanrevenue expenditure,” Mehta said. While preparing the list, officials found that some designations were as old as the organisation that was founded in 1853, even though the specific jobs may have evolved over time. So, Farrash, Lifter, Finder, Record Sorter, Sandeshwahak/ Messenger are now General Assistants. “The revision in designation...willnotentailchangeinthe existing duties and responsibilities, appointment procedure, pay level, eligibility conditions CR Sasikumar prescribed...,” states thenotification. “There was dissatisfaction among workers. Many felt that someof thesedesignationswere demeaning in this day and age, while many were based on jobs that do not even exist...
