Russians want another 700 million dollars for Gorshkov

Just as India grudgingly prepared itself to re-negotiate with Russia on its demand to more than double the original cost for aircraft carrier Admiral Gorshkov, Moscow has conveyed another shocker to New Delhi that the deal will cost another $700 million.

This makes the deal worth $2.9 billion, which is almost thrice the original amount agreed upon when the agreement was first reached on January 29, 2004 by the NDA Government for $974 million. While India did expect cost-escalation to the tune of $350-400 million in the course of refurbishing the old ship, Russia stunned India by proposing a $1.2 billion hike in November 2007 that pushed up the cost to $2.2 billion.

It took several rounds of official-level talks and then the visit by Defence Minister A K Antony to Moscow for the UPA government to consider Russia’s request. Finally, the Cabinet Committee on Security gave its approval in December, around the time Russian President Dmitry Medvedev was visiting India, to renegotiate the Gorshkov deal in view of the cost escalation.

Pak’s truce with Taliban rings alarm bells in New Delhi Creeping Taliban

The Pakistan government’s purchase of peace by acceding to the enforcement of Shariah in the Malakand division of NWFP — this includes the Swat Valley — has raised serious concerns in New Delhi on several counts — particularly the Pakistan Army’s apparent inability to squarely check the influence of Pakistani Taliban that is now beginning to reverberate even in the Punjab province.

Sources said it is tempting to conclude that the agreement marks nothing less than a “military surrender” even though some assessments from Pakistan suggest it could be a tactical retreat. Either way, the broad view in New Delhi is that the Pak Army has accepted its inability to go after Baitullah Mehsud’s Tehreek-e-Taliban Pakistan (TTP) in Waziristan without con ceding ground in Malakand.

The truce is based on the assumption that Sufi Mohammed, founder of the Tanzim Nifaz Shariat-eMuhammadi (TNSM), with whom the agreement has been reached, will deliver on his word that violence will end.

Chinese Foreign Minister kept waiting for Sonia appointment

As New Delhi today expressed its “disappointment” over China’s role in the Nuclear Suppliers’ Group (NSG), visiting Chinese Foreign minister Yang Jiechi, who had requested for a meeting with Congress President Sonia Gandhi, was kept waiting for an appointment.

Chinese Embassy officials told The Indian Express tonight they had asked for an appointment with Sonia before Yang left Beijing — while his schedule was being prepared — but had not heard from her office until late tonight.

In his first trip to India, the Minister has kept tomorrow morning aside for “sightseeing”, said officials, and will deliver a lecture on “India-China relations” in the afternoon.

After a meeting with External Affairs Minister Pranab Mukherjee, Yang denied that Beijing had attempted to block consensus at the NSG. “Facts speak louder than these reports,” he said.

One test, top faculty, extra perks: 14 ‘World Class University’ blueprint ready

An all-India common entrance examination, a student-count not exceeding 12,000, the best of faculty with incentives over and above regular pay, a curriculum revised every three years, a semester system, private sector funding, vice-chancellors with at least decade-long teaching experience, collaboration with universities and institutes in India and abroad, academic creativity free from red tapism — all this and more will go into the making of 14 World Class Universities (WCUs) very shortly.

And these sweeping changes are also likely to be applied to all existing universities and 16 Central universities that have recently been approved by the Cabinet. What will change, however, is the nomenclature for the 14 WCUs. Officials say these are now likely to be christened National Universities and the related legislation will be called the National Universities Act.

The basic blueprint for the WCUs has been formulated by the University Grants Commission(UGC) and the first round of discussions, held in New Delhi today, involved academicians, experts, officials from the Human Resource Development Ministry, UGC and Planning Commission.

Strikes fit terror pattern: Mandir on Tuesday, Masjid on Friday 1

Be it the attack in New Delhi that came before Id-Diwali, the Sankat Mochan temple in Varanasi or the blasts at the Mecca Masjid in Hyderabad or the explosion today at the Hanuman Mandir in Jaipur, there's a chilling pattem to these acts of terror: target places of worship or "religious" occasions that draw the maximum people.

The intention is not only to cause maximum loss of human lives but also to inflame communal passions and hope it escalates to a bloody show down between communities.

Targets and dates have been carefully chosen. A close look at recent attacks reveals the sinister design: Hindu temples have been targeted on Tuesdays, an auspicious day for the devotees of Hanuman, while Muslims and their mosques have been attacked on Fridays.

China's new nuclear submarine base sets off alarm beIIs

China has deployed its latest Jin class nuclear submarine at a massive new military facility at Sanya on the Hainan Island in South China Sea - its newest and nearest naval base to India.

While the Indian Navy had been aware about the upcoming military facility for some time, satellite images for the first time show the extent of the base and the fact that the Jin Class submarine, which carries 12 nuclear-tipped ballistic missiles, has been deployed at Hainan.

This has raised concern as the Chinese naval base, complete with an underground facility that can hide the movement of submarines from spy satellites, is barely 1,200 nautical miles from the strategic Malacca Strait and an access route to the Indian Ocean a region that New Delhi considers its personal security responsibility.

Drop Iran gas transit fee or we walk out IPI

New Delhi plans to issue an ultimatum to Islamabad on the proposed Iran-Pakistan-Indian at- rural gas pipeline later this week: drop transit fee or else India may exit the project.

Murli Deora's brief for talks with his Pakistani counterpart Khwaja Muhammad Asif on April 25 is succinct: "If transit fee is further added on to the already high cost of gas, the whole project might become unattractive for India as it would result in unacceptably high levels of rate of power. So any loading of transit fees by Pakistan on India might literally be the last straw on the camel's back and then India might have to reconsider its continued involvement in the project."

The confrontational stance was phrased after a meeting of the technical teams of both sides at Islamabad on April 16-17 where Pakistan stuck to its demand that India pay 10 per cent of the gas price as transit fees. India's position was that the fee be "nominal" considering the value it brought into the project by its participation.

Helping hand, some muscle

I am sorry.

We could have provided you a more "spectacular" protest today if security arrangements were little more relaxed than 17,000 police personnel, including commandos, on their toes. For those of you who couldn't see us, there was a heart-rending yak dance as our parallel freedom torch was carried through in Delhi, and if that was not enough, one Buddhist nun knelt down in front of a policeman and said, "Please help us, China is killing our people inside Tibet." But this was the sideshow.

China has once again proved that with its military power it can even turn the central heart of the capital of a free and democratic country like India into a military zone, throw the city's roads into gridlock.Even if for a few hours.

I started my day with a protest plan but was unsure of executing it in this maze of security. The aim was to make ourselves heard. With fellow activists, we revisited our plans first thing in the morning and by 11 am, our plans had already changed several times as we got to know more de- tails about the security. Many of our activists got arrested even before they could do anything. By 4 pm, it was impossible for our people to reach the protest site in groups. I was constantly coordinating but the more phone calls I made, I realized that our protests were dissipating in the face of an impenetrable fortress around Rajpath.

Beijing calls NSA over Tibet, says he has promised not to allow anti-China activity

Keen to ensure that the violence in Tibet did not cause a strain on its bilateral ties with New Delhi, China today reached out to India to apprise it of the situation in Lhasa and seek continuing support from India on the issue.

Chinese State Councillor Dan Bingguo spoke to National Security Advisor M K Narayanan over phone today and explained Beijing's stand on the situation in Tibet, China's state news agency Xinhua reported. It said Bingguo expressed the hope that India would "continue to show understanding and support" to the Chinese position.

On his part, Narayanan is said to have reaffirmed India's position that Tibet is part of Chinese territory and New Delhi would not allow Tibetans to carry out anti China political activities from Indian soil.
